What is UCR?
It is a tax that must be paid by carriers crossing interstate lines, this tax is paid based on the number of trucks that are registered in your SAFER (DOT/FMCSA/MCS-150).
This tax is paid each year that you leave your state.
The UCR (Unified Carrier Registration) program is a mandatory federal registration program for motor carriers, brokers, freight forwarders, and leasing companies that operate in interstate or international commerce in the United States. It helps ensure that these entities are compliant with federal regulations and that they contribute to funding the oversight of commercial vehicle safety and enforcement efforts.
key aspects of the UCR program:
-
Who must register:
- Motor carriers (both for-hire and private) who operate commercial vehicles across state lines.
- Brokers, freight forwarders, and leasing companies engaged in interstate commerce.
- Businesses that do not own commercial vehicles but arrange for the transportation of goods also need to register.
-
Purpose: The UCR program replaces the Single State Registration System (SSRS) and creates a unified registration and fee collection system for the states that participate in the program. The fees collected are used to support safety programs and enforcement activities related to commercial vehicles.
-
Fees: The fees for the UCR program are based on the number of vehicles a company operates in interstate commerce. The more vehicles a carrier operates, the higher the fee. The fees are paid annually and vary depending on the fleet size.
-
Compliance: Failure to register and pay UCR fees can result in penalties, fines, and possible restrictions on operating authority. Motor carriers are required to renew their registration annually by the deadline, which is typically December 31 of each year.
- Exemptions: Some entities, such as intrastate carriers (those operating only within one state) that do not engage in interstate commerce, are exempt from the UCR program.
The UCR program simplifies the process of registration and fee payment for motor carriers and helps the government ensure that commercial vehicle operators contribute to the costs associated with monitoring and improving road safety.
